Billy is a fourth generation union brother and a former Steward for the Iron Workers Union. He hired in late 2016 and was elected local 1381 Trustee as a fairly new employee at the IHB. Early on he learned of the Railway Labor Act (RLA). Frustrated, this was a stark contrast of the times he used to walk off property in his other labor unions. Billy had to learn how to protect his agreements within the scope of the act, a daunting task for many. June of 2018, less than 2 years of railroading experience, he was elected Vice Local Chairperson. He was eager to learn and shadowed every hearing, learning about the appeals process. This lead to representing members not long after as a VLC. By June of 2019 Billy was elected Local Chairperson of LCA 449 and Vice General Chairperson 2 of GCA 449. He actively trains his Vice Local Chairperson and LCA Secretary because like a shark he keeps moving forward so he doesn’t drown.

Keith Henman has been an employee of the IHB since May of 2011. Keith is the kind of union brother that offers his spare bedroom and means it. Loyalty is synonymous with Henman.
Keith come from a line of Union Leaders. His father Ralph Henman is a retired Local Chairman and Conductor for Amtrak out of Local 0168. Keith’s first run at a union position was for Trustee where he printed “Vote for Henman” buttons and campaigned for the position. He took the election profoundly serious and proudly won. In 2019 Keith was elected Secretary of LCA 449. He brought a level of Organization to the position unlike anything seen before it. He was instrumental in building a strong foundation for LCA 449 that holds strong to this day.
Later in August 2019 Keith was elected as Vice Local Chairperson of LCA 449 where he currently is positioned. Keith prides himself on learning all union positions so as he can step in and step up when needed. He often shadows and conducts discipline hearings.

JUSTIN WOLTERS
The President is in charge of running the local meeting in accordance with Robert's Rules of Order, the SMART Constitution and the Local 1381 Bylaws.
Justin is 4th generation to work at the Indiana Harbor Belt. Union values and solidarity were a strong part of his childhood. At two years old he stood on picket lines along side his father Charles "Bob" Wolters who fought for a fair steel workers contract. Justin managed to acquire the on property agreements early on in his railroading career which he silently studied long, before he ever had a union title. Justin currently is the first Gibson General Chairperson of GO 449 and one of the youngest SMART General Chairpersons in the country. When he is not bargaining for our local protections, Justin works as a part-time labor organizer for SMART International. Transparency and education has been Justin's focus and mission since taking office.

JONATHAN SAJDYK
LEGISLATIVE REP

The Local Legislative Rep is the proper authority on SAFETY.
Justin has been an employee of the Indiana Harbor Belt Railroad Company since 1999. He was elected as Local Legislative Rep in 2007 and started his first term January 1, 2008. He is currently in his fourth term. Before Justin was writing letters, time stamping safety issues. Justin used build cars for Metra as a member of the "Aerospace and Machinist Union". Justin prides himself on getting things fixed. For Justin, fixing things prevents the injuries and accident before they occur. Whether Justin is working with Designated Legal Counsel to help injured members seek justice. Or working with the State Legislative Representative to push safety, Justin always puts the safety of the members first.
